PROBLEM TO BE SOLVED: To obtain an anti-fogging film capable of readily improving hydrophilic property of transparent substrate surface in good productivity at a low cost and preventing production of water drops on the substrate surface by uniformly forming a fine uneven surface having a specific height on the surface of film. SOLUTION: This anti-fogging film is obtained by uniformly forming a fine uneven surface having 0.01-0.1μm height onto the surface of a film. although an organic binder or an inorganic binder used for formation of general transparent coating film can be used as the forming material of the anti-fogging film, a silicon alkoxide (hydrolyzate) is especially preferably from the viewpoint of hydrophilic property as the forming material. Inorganic powder is preferably added to the anti-fogging film in order to form the fine uneven surface. Silicon dioxide fine powder is preferable as the inorganic powder and the average particle diameter is preferably 0.05-0.5μm. Although the material of the substrate is not limited, if the substrate on which the antifogging film is formed is a transparent substrate, alkali-free glass, alumina-silicate glass, lead glass, the other glass, or the like, is preferably used as the substrate.
