PROBLEM TO BE SOLVED: To prevent the leakage of a secret key or the like for a certification bureau and to make the forgery of an IC card difficult in an IC card issuing system capable of automatically and instantaneously issuing an IC card having a disclosed key ciphering type ciphering/signing function to an applicant. SOLUTION: In the IC card issuing system constituted of an IC card issuing device 101, an examination system for examining the contents of an application and a certification bureau 103 for issuing a disclosed key certificate and capable of issuing an IC card or the like having a disclosed key ciphering type ciphering/ signing function, the device 101 is arranged on a normal place allowed to be easily accessed by a general person, the system 102 and the bureau 103 are arranged on respective safe places not to be easily accessed by external persons and the device 101, the system 102 and the bureau 103 are mutually connected by respective secured communication lines. |
