PROBLEM TO BE SOLVED: To make it possible to output the existence perception of stopping vehicles at the time of congestion or the like in the daytime by measuring the number of the vehicles and the occupancy ratio, ternarizing the distribution of luminance in original picture data in a perception measurement area through the use of the average luminance value of a background and holding an existence perception signal. SOLUTION: The last area being about 4-6 m of a normal measurement area is adopted as the existence perception measurement area, original picture data of the area, the average luminance of background picture data, the most frequent value of the luminance or the like are measured and the existence perception outputs of respective vehicle in the daytime are measured. The luminance distribution of the original picture data in the perception measurement area is normally outputted in almost fixed luminance. But, when the vehicle exists in the perception measurement area, the luminance distribution is collapsed. The luminance distribution of the original picture data is ternarized by making the average luminance value of the background picture data as a boundary through the use of the condition, the presence or absence of the vehicle is judged from the proportion of the number of picture elements which are judged to be -1 to the number of the picture elements which are judged to be 0 and the existence perception outputs are held. |
