PROBLEM TO BE SOLVED: To reduce the developing load, developing term and developing cost of an IC card application software. SOLUTION: When plural application software #1, #2,... are stored in a memory 4d of a personal computer 4, an application software development tool 4b executes a list display processing of an item which indicates each of the application software #1, #2,..., and a general IC card 2 is inserted, the residual memory capacity of this general IC card 2 is calculated, its display processing is executed, a mouse or the like inputs a selection command for selecting any of the items by operation of an operator, the application software development tool 4b compares the capacity of the application software #i with the calculated residual memory capacity and writes the application software #i in a memory 2d of the general IC card 2 when this residual memory capacity is large. |
