摘要 <p>PROBLEM TO BE SOLVED: To simply encode dynamic image data with high image quality. SOLUTION: A motion vector detector 146 is provided with a frame motion vector detector 146A, a field prediction vector detector 146B and an enhanced dual prime prediction vector detector 146C. The motion vector detector 146 respectively detects each motion vector and calculate a predicted error. The enhanced dual prime prediction vector detector 146C fixes a motion vector in a conventional dual prime to, e.g. a frame motion vector and fixes a differential motion vector to one of 0, -1, 1 in response to the motion vector to calculate a predicted error. A motion compensation mode selector 148 selects a vector with the least predicted error and outputs the selected vector. Since the enhanced dual prime prediction vector detector 146C definitely fixes the motion vector and a differential motion vector, the processing is simpler than tat of dual prime prediction.</p>
