PROBLEM TO BE SOLVED: To easily select a desired application among plural applications by selecting a corresponding application in accordance with identification information when a directory is selected. SOLUTION: An IC card has an EEPROM 12 that stores plural applications. A start address in a program area 15 of an application corresponding to the most significant directory which corresponds to each application of data stored in a data area 14 to store data such as a file structure is assigned. In the case of updating a file, control is performed in such a way that an application may stay in the area 14 side from the last address of the area 14 that is managed by a management area 13 or from the leading address of the area 15. In the case of updating an application, it is controlled to stay in the area 15 side.
