PROBLEM TO BE SOLVED: To provide an ATM exchange system which can reduce transmission delay. SOLUTION: The cell assembly and disassembly (CLAD) 1 of an exchange A analyzes the telephone number of a called party (accommodated in another exchange C) outputted from a telephone set 113 and determined a VP(virtual path) to be used for connecting the telephone set 113 to the telephone number. On the other hand, an ATM exchange in an ATM network 4 sets a VC(virtual channel) corresponding to the VP determined by means of the CLAD 1. Through the VC, sound signals and signaling information (SS and SR) are communicated between the exchanges A and C. When the VC is set in the above-mentioned way, it becomes unnecessary to use an exchange B as a repeater station. Thus, transmission delay can be reduced further, because absorption of cell fluctuation performed in the exchange B at a receiving time can be eliminated.
