PROBLEM TO BE SOLVED: To provide an electronic money system, a withdrawal terminal, a service providing terminal, a user terminal, an electronic ticket withdrawing method, and a recording medium which can prevent the generation of illegality due to the dupulication or the like of information related to an electronic ticket and its use. SOLUTION: A withdrawal agency 4 supplies a withdrawal agency name and a cash bag number to each service providing terminal 3. The terminal 3 transmits request information including the withdrawal agency name IdB and the cash bag number Gb supplied from the agency 4 to a user terminal 2 in accordance with a transaction request from the terminal 2. The terminal 2 generates a digital signature including the received request information as an object to be signed, annexes the signature to an electronic ticket to be used and transmits the ticket to the terminal 3. The terminal 3 collects electronic tickets of which signatures include the cash bag number supplied from the agency 4 out of received used electronic tickets, forms one group (cash bag) and transmits the group to the agency 4.
