The frame (16) has two spaced apart side wall portions (26,32) defining an interior space (38), within which is positioned a central wall portion (40). The wall portions each have bore holes (28,34,42) and access holes (30,36,44) which are linearly aligned (L1,L2). Box structures (50) are positioned between the walls. The frame includes an axle mount (46) and a hitch structure (48).
