PROBLEM TO BE SOLVED: To provide a method that selects a substation to which an upstream direction time slot is allocated, when an identifier of the substation does not exist on a permission table with a more effective method, and a device that is related to it. SOLUTION: A main station (LIM) traces at least one permission table (T1 and T2) and at least one exception permission queue (Q1 and Q2). The permission table (T1 and T2) is scanned periodically, and the station (LIM) broadcasts a permission message for each entry of the table (T1 and T2) in downstream direction. The permission message allocates an upstream direction time slot to a network terminal that is stored in the entry of a table that is scanned by an identifier (ID1).
