PROBLEM TO BE SOLVED: To estimate with high accuracy the further value of time series data which include various frequency components and are complicatedly changed. SOLUTION: Time series data which include various frequency components and are complicatedly changed are decomposed into the plural time series data by a time series data decomposing device 70. The estimating devices 101 to 103 estimate the further value for every plural decomposed time series data and then decide the further value of the time series data including various frequency components and being complicatedly changed based on the plural estimated further values.
