PROBLEM TO BE SOLVED: To reproduce seamlessly a picture from picture prior to skipping to a picture after skipping. SOLUTION: A recording and reproducing device 1 records dynamic image data coded by the MPEG system together with reproduction control information. The reproduction control information includes information which designates a program decoding start picture and a display start picture and information designating a program decoding end picture and a display end picture. At reproduction, the reproduction control information is read first, and dynamic image data are decoded based on the information.
