PROBLEM TO BE SOLVED: To provide a gas discharge panel capable of forming an image having high luminance and high stability, while providing a barrier layer having a high reflecting property in comparison with a conventional cases and a smooth surface, and provide the manufacturing method thereof. SOLUTION: A barrier layer structure is formed in at least two layers, and a first layer (address electrode side barrier layer 9b) for contact with an electrode contains the light-reflecting material, and a second layer (barrier rib side barrier layer 9a) for contact with barrier ribs 10 contains the light- transmitting material so as to realize high luminance and high durability at the same time. As a reflecting material, a glass material containing the glass powder material, without containing black pigment at 20 wt.% or more and at least one kind or more of the powder material having a refractive index different from that of the described glass powder material at 5-80 wt.% is used.
