The system has a housing (2) with a paper feed entry (3) at the top, and a drive for two horizontal and parallel rotating shafts (4,5), turning in opposite directions outwards from the centre. A number of spaced toothed discs (6,7) are on the shafts, with their teeth pitched in the direction of rotation. Several press arms (8) at opposite side walls of the shredder chamber have a limited upwards swing movement, over the shafts (4,5) and between the toothed discs (6,7). Similar limit arms (9) are vertically below the shafts (4,5) between the discs (6,7). A sieve (10), at the bottom of the shredder chamber, formed by wires, retains paper material over a give size. One shaft (4,5) pref. rotates at a slower speed than the other, with a speed difference of 20-30%, and the paper (25) is fed towards the slower roller. Protective sections are pref. fitted to the free parts of the shafts (4,5), with a larger inner dia. than the outer shaft dia. made of synthetic resin. The press arms (8) pref. have toothed zones at their lower sides and an enlarged head to apply pressure on the paper material, and a structured end section to limit the swing action. The press arms (8) are pref. on a common axis on each side of the shredder chamber, or on separate hinges. Pressure wheels at the head end, are pref. on either side of the press arms (8). A single press arm (8) is pref. between discs (6,7) on both sides of the shafts (4,5), held horizontally under spring tension, and the arm wt. is sufficient to move the paper horizontally after the shredders. The lower limit arms (9) pref. have upper toothed sections. Pref. each press arm (8) can be fitted to a wall bracket. The shape of the parallel sieve wires pref. matches the overlap of the discs (6,7) on the shafts (4,5), between the limit arms (9). An outlet (11), below the sieve (10), pref. allows shredded paper to pass through, in a funnel shape, with a collection bag (69) fitted to the lower end, or a collection trough is fitted. Wheels (20) are pref. at the bottom of the housing (2).
