1-Cycloalkyl-1,8-naphthyridin-4-one derivatives represented by formula (I); pharmacologically acceptable salts or solvates thereof; and a phosphodiesterase IV inhibitor containing any of these as an active ingredient, wherein R<1> represents optionally substituted cycloalkyl or optionally substituted heterocycloalkyl; R<2>, R<3>, and R<4> each independently represents hydrogen, optionally substituted lower alkyl, or halogeno; and X represents NR<5>R<6> or OR<7> (wherein R<5> and R<6> each independently represents hydrogen, optionally substituted lower alkyl, optionally substituted cycloalkyl, optionally substituted aryl, or optionally substituted heteroaryl; and R<7> represents hydrogen, optionally substituted lower alkyl, or optionally substituted cycloalkyl).
