The present invention relates to a rapid-setting, hydraulic binder comprising calcium silicate cement, in particular Portland cement, and also additives and/or aggregates known per se, which is characterised by containing a) from 94.70 to 99.79% by mass of calcium silicate cement b) from 0.1 to 2.0% by mass of an organic and/or inorganic accelerator for the hydration of the calcium silicates c) from 0.1 to 3.0% by mass of an organic and/or inorganic retardant inhibiting the hydration of the calcium silicates, optionally having fluidising action d) from 0.01 to 0.30% by mass of an inhibitor for the formation of the calcium aluminate sulphate hydrates.
