PROBLEM TO BE SOLVED: To suppress the fluidity of a sludge and to discharge the sludge from a treating tank as granules by adding a sawdust or charcoal and calcium oxide to the sludge and kneading the mixture in the treatment tank. SOLUTION: The sludge 7 collected from the bottom of a swamp is charged into the treating tank 1, and the sawdust or the charcoal 8 are added through a hopper 2, and the mixture is kneaded in the treating tank 1. At this time, about 15-20 wt.% sawdust or charcoal 8 is mixed with about 85-80 wt.% sludge 7. Then, about 30 wt.% calcium oxide 10 is added to about 70 wt.% kneaded matter 9 through the hopper 2. For a while, a discharge port 6 is shut and the kneading is contained. The discharge port 6 is opened and the kneaded matter 11 changed into powder is discharged.
