PROBLEM TO BE SOLVED: To use a small and light electrical pump for a low pressure pump without causing shortage of discharge quantity so as to reduce electricity consumption and costs by providing a controlling means for lowering an upper limit value of the number of revolutions of an internal combustion engine when a supply voltage for the low pressure pump is lowered below a predetermined level. SOLUTION: In starting an internal combustion engine, an ECU 8 determines whether a fuel pressure inside a high pressure fuel pipeline 18 reaches a normal high fuel pressure value or not on the basis of a sensor signal from a fuel pressure sensor 34. If a determined result is YES, it is determined whether a supply voltage of a low pressure pump 4 is lowered below a normal level by not less than a predetermined value or not. If the supply voltage is lowered below the normal level, the number of engine revolutions is maintained at an upper limit in a normal time. If a discharge quantity of the low pressure pump 4 is lowered according to a drop of the supply voltage, the upper limit of the number of engine revolutions is lowered to about 3000 rpm, for example, and then, a step, in which it is determined whether a fuel pressure reaches a normal high fuel pressure or not, and the next steps are carried out repeatedly. |
