PROBLEM TO BE SOLVED: To prolong the service life of a tool by increasing the plastic deformation resistance of a super hard fine-grain alloy as a base body for a covered super hard alloy. SOLUTION: In a super hard end mill covered with a nitride of Ti and Al or the like, the Co content of a super hard alloy is >=3 wt.% and <=10 wt.%, a WC average particle size is >=0.3μm and <=1.2μm, and a Co grating constant is >=3.565Åand <=3.575Å. Also, a part of Ti is replaced by one or more of Si, Cr, Zr, Hf, Nd, Nb and Y in the range of 1 to 30 atom %.
