PROBLEM TO BE SOLVED: To provide a powder compsn. and a powder dissolving or dispersing method suppressing the generation of an undissolved lump when a powder is dissolved or dispersed in a solvent and capable of easily dissolving or dispersing the powder in the solvent. SOLUTION: A powder compsn. is prepared by mixing an undissolved lump suppressing agent 2 having affinity with a solvent with a powder 1 capable of becoming an undissolved lump 3 when the powder is mixed with the solvent. The powder 1 is dissolved or dispersed in the solvent by mixing the powder 1 capable of becoming the undissolved lump 3 when the powder is mixed with the solvent and the undissolved lump suppressing agent 2 having affinity with the solvent with the solvent.
