PROBLEM TO BE SOLVED: To improve a function by installing a surface covering body elastically deformed in response to an earth pressure change between the earth-pressure detecting surface of an earth pressure cell body and soil and sand flowed in a soil-sand flow path. SOLUTION: A surface covering body 6 consisting of an elastic body, in which elastic deformation corresponding to the change of earth pressure is generated and which transmits pressure to an earth-pressure detecting surface 1a, is mounted between the earth-pressure detecting surface 1a of the earth pressure cell body 1 set up onto a wall surface 3 facing a soil-sand flow path and soil and sand 5. A gelled or liquefied pressure transmission substance having elasticity larger than the covering body 6 is sealed between the detecting surface 1a and the covering body 6 in response to the desire, and impact force against the detecting surface 1a is relaxed. Silicone gel, etc., having a small thermal expansion coefficient and being difficult to be subject to the effect of an ambient temperature change are used as the pressure transmission substance at that time, and the surface of the pressure transmission substance is covered with elastic adhesives and the pressure transmission substance is sealed, and the covering body 6 is formed by the elastic adhesives.
