PROBLEM TO BE SOLVED: To gasify waste such as sewage sludge without firing auxiliary fuel such as coke, and to efficiently generate power. SOLUTION: This plant is provided with a concentrating machine 7 for concentrating waste 5 such as sewage sludge upto a required moisture content, a reaction evaporation device 8 for slurrying the resulting concentrated waste 5a by hydrothermal cracking to convert it into a low molecular weight dehydrated organic substance 5b, a gasfying reactor 11 for partially oxidizing the slurry of the low molecular weight organic substance 5b to produce crude gas 10, a scrubber 13 for refining the crude gas 10 to refined gas 12, a gas turbine generator 14 for burning the refined gas 12 to drive a gas turbine 14c for power generation, an exhaust heat recovery boiler 18 for recoverying heat of turbine exhaust gas 16 of the gas turbine generator 14 to generate steam, and a steam turbine generator 19 for driving a steam turbine 19a by the generated steam 17 to generate power.
