PROBLEM TO BE SOLVED: To generate the irregular reflection on the skin of a honeycomb sandwich panel and increase the infrared ray radiation dose rate. SOLUTION: Carbon black 4 containing a large amount ofπelectrons is mixed into an outermost face 1 of a panel skin, and a rugged panel skin larger 8 containing a carbon black 9 is laminated to form an irregular reflection face on the surface of a panel, and also the infrared ray radiation is higher by 5-30% than what is heretofore available. As carbon containing a number ofπelectrons is used, the foam resistance rate of the panel outer surface can be minimized to the 1-10<4>Ωcm level even when the loadings are as small as 2-15%, and also as the loadings are small, the molding of complicated shape of the panel with bending surface or the like can be carried out.
