The system uses a base two logarithm technique for determining first and second numbers usable during encoding procedure. The process provides a procedure for coding an incident (Ik) contained within a known group of incidents. Such an incident may be a code vector used for encoding a vector of a data set. The process includes a first stage of determining (E8) a first number (L) and a second number (L+1) of usable bits for coding an incident, as a function of the number (M) of incidents within a group. The coding includes the calculation of the base two logarithm of the number of incidents in the group. The incident is then coded using the first number of bits, or the second number of bits, as a function of a selection criterion.
