A method of delivering a cosmetic agent to a topical target site for improving skin appearance, comprising: a composition for enhancing the penetration of agents through the outer layer of the skin, comprising: a preparation of plant polar lipid, the plant polar lipid containing at least one of a ceramide and a glycoceramide.
