An apparatus for delivering genetic material into a target area in a patient's body and mediating cellular expression of genes in the target area. The apparatus comprises a reservoir arrangementconfigured to retain genetic material and supply the genetic material to the target area. A first electrode is configured and arranged to be in electrical communication with the reservoir, and a second electrode is configured to be placed into electrical communication with the target area. A power supply is in electrical communication with the first and second electrodes. The power supply is configured to pass energy between the first and second electrodes at a level of about 0.8 A or below.
