PROBLEM TO BE SOLVED: To prevent information from becoming old-fashioned and to select one which is generally good out of many information resources by determining the transfer range of public notice information on a network according to cost information given to the public notice information. SOLUTION: A producer interface 6 sends a public notice to a public notice process part 1 of an agent. The contents of the public notice are analyzed, a specific fields is supplemented and the public notice contents are passed to an information resource data control part 5. The life period of the public notice is determined and the contents of the public notice are stored in an information resource data base 4. The information resource data control part 5 refers to a clock 8 and deletes public notices having exceeded their life periods from the information resource data base 4. The information resource data control part 5 calculates the cost needed for the public notice and sends the public notice to other agents through an agent interface 3 when the usable cost still has a margin. At this time, the transfer range of the public notice information on the network is determined according to the cost information given to the public notice information.
