PROBLEM TO BE SOLVED: To secure consistency between a user group-wise access right and user management information by determining a user group according to user- wise group information and determining whether data is allowed to be accessed according to the access right information. SOLUTION: An automatic setting part M2 for user-wise access right groups reads information out of a log-in management file LMF and an employee information file (DB) and generates a user-wise access right management file UMF. A user-wire access right setting control part M1 rewrites the contents of the file UMF according to alterations of the employee information file DB when the contents of the DB are modified. Then application execution control determines the user group that a user belongs to be referring to a a user-wise DB access right file UAF at the time of an arbitrary log-in ID and a password when the empolyee information file is accessed, and determines whether or not items and records can be accessed according to the corresponding access right thereby performing access control.
