PROBLEM TO BE SOLVED: To suppress the peeling of a diamond film and to prolong the service life of the hard member by allowing the member to include a cemented carbide base material having a rugged surface, an intermediate layer coating the rugged surface and a diamond film to coat the base material through the intermediate layer. SOLUTION: The surface of the cemented carbide base material is roughened by electrolytic etching, and a KCl soln. is preferably used as the electrolyte. The base material preferably consists essentially of WC. The thickness of the intermediate layer is preferably controlled to 0.1-0.5μm. Consequently, the binder phase of the base material is dispersed during the synthesis of the diamond film to form a non-diamond component in the interface between the diamond film and the base material, and the adhesive strength is not lowered. When the surface roughness Ra of the base material is denoted by A and that of the intermediate layer by B, the rate of change of the surface roughness, (B-A)/A×100 (%), is preferably controlled to -10 to 10%.
