PROBLEM TO BE SOLVED: To provide a developing device capable of stably excellently forming an image over a long term by excellently scraping developer carried on a developer regulating member without installing a developer peeling member and preventing the developer from being leaked to a developer carrier. SOLUTION: This developing device is equipped with a developing sleeve 1 using the developer including toner and magnetic carrier and rotatably arranged, a developer regulating sleeve 2 regulating the developer carried on the surface of the sleeve 1 and rotatably arranged, and magnets 10 and 11 arranged inside the sleeves 1 and 2 respectively. The developer is regulated by magnetic field formed by the sleeves 1 and 2 and the developer carrier cooperatively, and receives carrying force from both of the sleeves 1 and 2. The surface roughness Rz of the developer carrier satisfies 1<Rz<r with respect to the average diameter of the magnetic carrier r [μm]. |
