PROBLEM TO BE SOLVED: To manage a mobile station to be operated at a low battery power level by allocating a frequency channel to a mobile station at a radio interference level lower than the allocated frequency channel at a base station in response to the reception of a signal from the mobile station at a battery power level lower than a threshold value. SOLUTION: A base station B receives a mobile VC queue state and a transmission request message from a mobile station B. A controller 312 stores a virtual channel priority value from this message into a priority table. The base station B receives the battery level of a battery state message from the mobile station. The base station B determines the S/N of each frequency channel to be used for the mobile station. The base station B identifies the mobile station at the battery power level, which does not exceed the threshold value, and performs transmission to the mobile station through new scheduling based on the power level or the like of the mobile station. Based on the battery power level or the like, the frequency channel is allocated.
