PROBLEM TO BE SOLVED: To permit subscriber control even on a roaming disabled network by accepting position registration at a home location register only when it is reported to the home location register that a mobile terminal cancels the registration of an auxiliary service related to a roaming request through the subscriber control. SOLUTION: When a mobile terminal MS is moved to another home network and the first position registration is requested through a mobile exchange MSC inside the previous network, on the condition that roaming is possible, subscriber data are sent to the mobile exchange MSC. The mobile exchange MSC reports this to a home location register HLR. The home location register HLR reports 'position registration refusal' to the mobile exchange MSC while adding the detailed reason. The mobile exchange MSC starts a timer for waiting the subscriber control and reports the 'position registration refusal' to the mobile terminal MS. When roaming is still requested, the mobile terminal MS requests the inactivation of an auxiliary service S8 through the subscriber control.
