PROBLEM TO BE SOLVED: To provide a copolymer of a fluorinated olefin with maleic anhydride or maleic acid, and its manufacturing method. SOLUTION: This polymer contains repeating units derived from at least 1 mol.% hexafluoropropyrene (a), at least 1 mol.% total of at least one of tetrafluoroethylene, vinyl fluoride, trifluoroethylene, ethylene, chlorotrifluoroethylene, and vinylidene fluoride (b), and 0.03- about 5 mol.% total of at least one of maleic anhydride, maleic acid, dichloromaleic anhydride, and dichloromaleic acid (c).
