PROBLEM TO BE SOLVED: To attain the compatibility of resolution and gradation with simple configuration and control by forming a signal converted by a converting means, which is selected corresponding to the contents of a multilevel signal, into image. SOLUTION: An analog luminance signal from a CCD 1 is converted into a digital signal by the A/D converter of a preprocessing part 2, shading correction is performed by a shading correcting part, and luminance/density conversion is performed by a luminance/density converting part. Besides, this signal is processed while using a spatial filter and outputted to a pseudo halftone processing part 6. In order to make quaternary the image signal to which preprocessing is performed, the pseudo halftone processing part 6 converts each pixel of a main scanning direction 400 DPI into values of from '0' (white) to '3' (black). This image signal is transformed into recording dot arrangement capable of stable recording corresponding to the resolution of a recorder 4 by a dot control part 14. A selector 5 selectively supplies an external recording signal 3 and a recording signal 9 to the recorder 4. The recording part 4 prints out a visible image corresponding to an output signal 8 from the selector 5 as the binary image of 60DPI×200DPI.
