PROBLEM TO BE SOLVED: To use in common computers which are connected to the communication lines of an internet, an intranet, etc., utilize resources such as system states, etc., which are owned by a computer located in a control station. SOLUTION: A power system monitoring controller has a monitor control I/O means 12 which receives on/off information data (binary data) of system apparatuses of which a power system is composed and outputs control signals to system apparatuses, a system state display means 14 which displays the received system states on a CRT screen and a control requesting means 16 which request control for switching the states of the system apparatuses. Furthermore, a device consisting of a system state HTML editing means 17 by which the system states received by the monitoring control I/O means 12 are edited into system state HTLM data and a transmitting means 19, through which the system state HTLM data edited by the system state HTLM data editing means 17 are transmitted is provided, and a server device is connected to a plurality of other general-purpose browser devices (m) via the communication lines.
