PROBLEM TO BE SOLVED: To prevent the use of an illegal card forged from an exchange card to be supplied in place of a useless prepaid card. SOLUTION: A receiver 3 transmits the card ID of an inserted exchange card to a repeater 4 inside a shop as a register request. The repeater 4 responds to the reception of the register request and transmits the card ID contained in that request to a center 5 as an ID confirmation request. The center 5 discriminates that the card ID contained in the received request is registered on an exchange card DB for storing the card ID of the issued exchange card and that a reception completion flag is not stored, and when these conditions are satisfied, a normal signal is transmitted to the repeater 4. In response to the received normal signal, the repeater 4 stores the card ID as the cared ID of a card usable at the present shop and reports it to the receiver 3. The receiver 3 rewrites a specific code indicating the exchange card stored on the exchange card into a shop code of that shop and enables its use at a reader/ writer 2 in that shop.
