PROBLEM TO BE SOLVED: To temporarily hold an agent without consuming the resource of a small-scaled computer. SOLUTION: When an agent system being the destination of movement of an agent can not accept the agent, an agent managing part 113 temporarily moves the agent (by freezing the inside state of the agent) to a specific server designated for each agent, and holds it. Then, an agent maintaining server monitors the state of the agent system which can not accept the agent, and moves the temporarily held agent (by defrosting the agent) when a state capable of the acceptance of the agent is obtained.
