PROBLEM TO BE SOLVED: To enable multiplexing a succeeding packet even when multiplexing positions are superimposed by multiplexing the packet of a second packet string after deviating it to a rear part at a multiplexing possible packet position where another packet is not multiplexed when the packet of the second packet string which is inputted afterward to the multiplexing position of the packet of the first packet string is superimposed in the multiplexing position. SOLUTION: TS1 of 4 Mbps and TS2 of 3 Mbps are multiplexed by a multi- program MPEG2-TS multiplexer 16 and a multi-program multiplexing control equipment 17, the multi-program stream of 7 Mbps is generated and multiplexing to the multi-program stream is executed in order. The TS packet of TS2 which is multiplexed afterward is multiplexed after deviating it to the rear part at the multiplexing possible packet position where the packet is not multiplexed so that the TS packet of the stream to be multiplexed afterward can be also multiplexed.
