PROBLEM TO BE SOLVED: To obtain an electrophotographic photoreceptor which hardly produce spot defects or interference fringes and which shows little charge decay even in not forming a base coating layer. SOLUTION: This producing method includes a process of machining the surface of a conductive base body 1 to form a rough surface 5A with <=1μm roughness, an etching process to remove a crystallized product of the conductive base body by chemical treatment, a superfinishing process to form a rough surface 5 with <=1μm roughness, and a heat treating process to form an oxidized film 2 on the conductive base body.
