PROBLEM TO BE SOLVED: To provide a system support device that can efficiently and easily perform a new construction of a plant, change of operation and maintenance. SOLUTION: A device for support system development is equipped with the first means (M1) for dividing standard operation of a system in terms of management and work and making it into a library and the second means (M4) for making a program corresponding to specified plural functions feasible in the system into the library by referring to information that is made into the library.
