<p>PROBLEM TO BE SOLVED: To display a smooth image without a video frame omission and an image disturbance even when the capability of a transmission line is low by converting a present video information data rate or a past video information data rate in accordance with the parameter for designating various data rates of video information. SOLUTION: A video string part 13 of a video monitor system continuously stores digitized video information by a camera input part 12. A rate conversion processing part 14 converts a data rate of digitized present video information where at least one parameter for designating various data rates of video information is set or a data rate of past video information which is stored by the video storing part 13 in accordance with the parameter. A transmission line interface 15 distributes video information converted by a rate conversion processing part 14 to a video display processing part 20 through a transmission line 17 in when requested by the video display processing part 20, etc.</p> |
