PROBLEM TO BE SOLVED: To execute voice communication of high efficiency by taking out an AAL2 cell from the pay load of a cell incoming to its own ATM exchange and reloading the AAL2 cell taken out according to the destination information to another cell for each destination. SOLUTION: An AAL2 cell transferred on a route is reloaded to a cell by an AAL trunk 10. Namely, the AAL2 cell of an input CID=#i sent from a source A and included in cells arrived at a first ATM exchange 20-1 from PVC-1 is reloaded to a cell to be transferred to PVC-3 after changing this CID to an output CID=#1. In addition, the AAL2 cell of an input CID=#1 included in cells arrived at a second ATM exchange 20-2 from PVC-3 is reloaded to a cell to be transferred to PVC-4 after changing this CID to an output CID=#0. Thereby, the AAL2 cell is transferred to a destination C.
