PROBLEM TO BE SOLVED: To make it possible to easily perform cutout of a radical of Chinese character and to improve recognition precision. SOLUTION: A display control part 12 displays a character frame and a division area of a specified number composing the character frame. A handwritten input part 13 detects a coordinate system of a stroke, which composes the handwritten character a writer writes in the character frame, and inputs it. An area integration part 14 decides whether the stroke concerned is across the division area in the character frame or not on the basis of the coordinate system of each stroke of the inputted handwritten character and integrates the division area when it is across. A radical cutout part 15 cuts out the handwritten character by the radical on the basis of the integrated division area. A radical recognition part 163 in a character recognition part 16 refers to a radical recognition dictionary 161 and performs recognition processing with each cut out radical, and a character construction part 164 performs a character construction on the basis of the result of the radical recognition processing and the character construction dictionary 162, obtains the recognition result of the handwritten character and outputs it to a display control part 122.
