PROBLEM TO BE SOLVED: To provide a high damping material composition capable of showing a high tanδfor a long time. SOLUTION: This composition is prepared by compounding, as a damping additive, a basic substance having not less than two bases selected from among a secondary amine, a tertiary amine, and a nitrogen contg. heterocyclic in a molecule, and, at need an acidic substance having regulating function of its basicity, into a base polymer having a polar side chain such as chlorinated polyethylene, etc., and compounding a nonionic surfactant, e.g. a polyethylene glycol, etc.
