PROBLEM TO BE SOLVED: To allow an unskilled operator to select a tool suitable for a shape and to easily calculate a most efficient tool locus, and to realize a power saving in NC(numerical control) data preparation and a work efficiency improvement by automatically selecting the tool with which a work is machined in a shortest time based on CAD data to be a basis in the NC data preparation of an object to be worked. SOLUTION: This device is provided with a work route arithmetic operation part which does not select a tool when a work area is smaller than a previously set proportion to the tool diameter, selects a tool with one step smaller diameter from a previously set tool group so as to calculate the tool locus, selects the tool with which un-machined part for a certain shape is prevented when the work area is a closed shape and also calculates the tool locus.
