PROBLEM TO BE SOLVED: To realize a structure for sealing between a hub 3 and a core bar forming a seal ring at a low cost. SOLUTION: An encoder 21 made of a rubber magnet is supported and fixed to the side surface of a support plate part 19 for forming a core bar 8a of a seal ring 7a. A bent part 22 bent to the support plate part 19 side at right angles is provided on the outer peripheral edge of the encoder 21. With the seal ring 7a installed on the end part of a hub 3, the leading edge of the bent part 22 is elastically abutted against a first chamfer 23 formed on the outer peripheral edge of the opening of the hub 3 extending over the whole periphery.
