PROBLEM TO BE SOLVED: To speedily execute the path setting of END-TO-END in the case of constituting a communication network by dividing into layer networks. SOLUTION: Each layer network collects network information from the system 1 of a network domain (function 2), prepares the layer network based on collected network information and connectability information from the layer of a low-order (function 3), searches connectability between the access points of the prepared layer, prepares connectability information to give to the layer network of a high-order (function 4), and generates based on connectability information collecting virtual objects as connectability information between the access points of a prepared layer (function 5). A communication path at the layer network is set based on the generated virtual object (function 6).
