PROBLEM TO BE SOLVED: To provide a developing device capable of eliminating waste and saving resources and energy by eliminating a conventional seal member and to provide a process cartridge. SOLUTION: This developing device 15 is provided with a developing container 18 containing toner (developer) 14, a developing sleeve (developer carrier) 2 extended and turned at an opening part 18a of the container 18 and an elastic blade 3 whose one end is fixed to the container 18 as the fixed end 3a and whose another end is moved to the sleeve 2 in the container 18 as the free end 3b. The opening part 18a of the container 18 is closed by the blade 3 so as to contain the toner 14. When a projection part in the container 18 is recessed, the free end 3b of the blade 3 is moved to the sleeve 2 so that the toner 14 is supplied to the vicinity of the sleeve 2 from a gap between the free end 3b and the inside wall of the container 18 and the blade 3 abuts on the sleeve 2. |
