PROBLEM TO BE SOLVED: To provide an image compression processor which can compress image to secure a high image quality without changing a program on the expansion side by performing compression to decrease visually recognizable noises when the number of frames of compressed images that can be sent in a unit time is small due to transmission capability. SOLUTION: A block type decision means 22 determines whether a frame rate is smaller than a threshold A, and then compares a block moving amount with a threshold B if the frame rate is smaller than the threshold A. If the block moving amount is larger than the threshold B, the means 22 determines a block that is compressed in a high image quality mode. The means 22 also determines the difference between a reference block and the current block and compares the high frequency component value of the difference block with a threshold C. If the frequency component value is larger than the threshold C, the means 22 determined a block that is compressed in a high image quality mode. A data assignment means 23 generates a quantization coefficient for assigning a data quantity to each block in response to the block type that is determined by the means 22 and supplies the quantization coefficient to a quantization means 24. |
