PROBLEM TO BE SOLVED: To improve the synoptic property of a video information being recorded and to easily reuse the information. SOLUTION: During a video recording (1), a key frame is detected 13 and 14 when the video recording is started 11. When the mark signals, which indicate the existence of the key frame are detected, a recording operation 15 by a recording medium at the point, where the key frame is detected, is repeated till a recording sound completion operation is executed 12. During a reproducing (2), a fast forward reproducing is initiated 16, mark signals are detected 17 and 18, a display mode is discriminated 19 and a reproducing is conducted at a normal speed in a skip mode 24. In a browsing mode, a normal reproducing is temporarily conducted 20, and key frames are successively browsing displayed 21. When a user selects a key frame, a program search reproducing is conducted from the point, where the mark signals corresponding to the selected key frame are detected, at a normal speed.
